BAOBAP project
Scaling up the energy refurbishment of public buildings in small and mid-size local authorities
BAOBAP’s ambition is to accelerate the renovation rate and improve the energy saving gains of public building renovations in small and mid-size municipalities through the deployment of multiple regional units of BAOBAP’s renovation support service across France and Europe, in order to reach net zero carbon emissions by 2050 and achieve 40% energy savings by 2030.
Current building renovations rates are unaligned with the EU’s and Member States’ objectives on GHG emission reductions, energy savings and, most recently, the shift away from fossil energy sources in favor of local renewable energy vectors. Incidentally, the capacity to renovate the public buildings of small and mid-size municipalities is hindered by a lack of in-house technical staff and financial resources compounded with unfit support services and scattered financial aids that not always require ambitious energy savings to be granted.
BAOBAP will mobilize the existing network of support services established during BAPAURA project in order to create regional units of support services – Regional Renovation Support Packages –, deploy a strengthened support service to 5 Regions in France and begin testing in another EU country. It will do so by focusing on three main dimensions:
Establishment of the regional support services
BAOBAP will start working with Auvergne-Rhône-Alpes and Occitanie Regions and will transfer the operational capacities of the support service to three more French regions and another EU Country.
Thanks to the deployment of BAOBAP, 350 municipalities will be supported, 390 buildings will be renovated and consequently 23.4 GWh/year of final energy savings will be generated, 6,240 tCO2eq/year will not be emitted, and 168 million € will be invested by the end of the project.
About the consortium
BAPAURA consortium is composed of organizations that are involved in energy investment planning at regional and local levels in the Auvergne Rhône-Alpes region. Thus, the consortium comprises of local public authorities, energy agencies and local public companies involved in energy efficiency projects. The French Agengy for ecological transition, ADEME, is coordinating the whole consortium.
Test and experimentation of pilots to strengthen toolbox and methodologies
The project will enhance the model and the toolkit with pilot testing of innovative service dimensions. Each innovation partner will experiment in depth with a new service dimension in order to make the support service fit for deployment, ensure its relevance and its capacity to be self-sustained over-time.
Dissemination activities
The dissemination of the project rest on three pillars:
- National dissemination: 3 twins will be established between the three regional coordinators (ADEME, AURA-EE, AREC) and 3 French Regions, through which these regions will be prepared to coordinate a regional support service.
- European dissemination: 1 twin with a region in another EU country to find how the model can be transferred and adapted to the needs and context of a given region.
- Online sharing platform: An intuitive platform will be made for regional coordinators and associated support organizations to easily access all tools and services to run a RRSP.
